全剧通过乾隆的微服出巡，描述了在探访民情、整治贪顽的过程中，风流皇帝邂逅三位民间女子的爱情传奇故事。在历代的中国皇帝中，乾隆是民间传奇最多的一位皇帝。而《戏说乾隆》则是在规模上最大的一次写乾隆，在内容上最多的一次介绍乾隆，不仅写了他的爱情，还包括他的政务，他的武功，他的得意与失落。
