讲述积案组组长何君从职场菜鸟蜕变成飒爽警花，带领以新人刑警顾明哲为首的四人破案小组，为寻求积压悬案真相四处奔走，伸张正义的故事。其中，从事刑警职业20年的何君，在努力查案的同时也一直在寻找失踪许久的刑警曹征。然而，生活在2018年的顾明哲和生活在1998年的刑警曹征，却在意外情况下通过一通神秘来电开启了奇妙交流。两人依靠着一部旧手机，在不同时空里相互提供线索，将一桩桩积压悬案逐个侦破，揭示匿藏于每个案件真相的同时，也引发了案件背后关于人性的思考。他们20年如一日寻求真相的迫切愿望，向观众展现人民警察“有案必破，使命必达”的形象，传递“正义终将战胜邪恶势力，正义不会迟到也永远不会缺席”的正能量。
