1949年后，陕甘宁地区特别是甘肃地区虽已解放，但国民党残余势力领导者章世光坚持“抗拒起义，忠于总统”，纠集散兵游勇惯匪与当地土匪勾结，组织成一支势力强大的土匪武装，与原本就活跃在周边的数股悍匪相互勾结，杀害区、乡基层干部,抢劫人民财物,进行反动宣传,成为新中国的一大害。中共西北局和西北军区发出的剿匪工作指示，派出以周正阳和黄一飞为首的革命战士组成了一支英勇无敌的“擒狼队”前往围剿，力挽狂澜，打了一场场漂亮的伏击战，全歼了陕甘宁地区的土匪，为稳定西北局势做出了不朽的贡献。
