We can understand that the responsibility chain mode is a chain composed of processing requests. Requests are passed between these objects in turn until we encounter an object that can process it. 9. Where for any sufficient reason it is impossible for a ship not normally engaged in towing operations to display lights as required by paragraph 1 or 3 of this regulation, such ship shall not be required to display lights when engaged in towing another ship in distress or in need of rescue.
